He stated, "The IRS is basically trying to send a signal that if you are doing effective work on behalf of the conservative movement, you gotta have your head on a swivel, you gotta be looking over your shoulder to make sure the IRS is going to come after you."
Vance went on to call such tactics "fundamentally an assault on people's First Amendment rights," arguing that using the government to target political opponents undermines the very foundation of a free country. He emphasized that the issue transcended partisan lines, suggesting that if the IRS could target individuals based on their beliefs, it would signal the end of a functioning constitutional government.

According to The Wall Street Journal, the IRS Criminal Investigative unit is undergoing a significant overhaul, including the appointment of allies of a certain political figure to leadership positions and a reported weakening of the role of IRS lawyers assisting agents.
Specifically, Gary Shapley, an adviser, is reportedly planning to replace the division’s chief and has allegedly compiled a list of investigation targets that includes prominent figures and organizations associated with a certain political leaning.
The stated goal is to crack down on "left-wing violence," but critics point out that some have previously voiced strong opinions against the very individuals and organizations now being targeted. A senior Justice Department official has also reportedly urged investigations into certain organizations.
